Design Review Board - 2 ex-officio, non-voting members.

About the Design Review Board

The Del Mar Design Review process is intended to preserve and improve the scenic amenities of Del Mar and to protect the city's natural environment, its scenic vistas and the community's overall aesthetic quality. As part of the review process, application proposals are evaluated by the Design Review Board for their consistency with the provisions of the Del Mar Community (General) Plan and with the City's Zoning Ordinance as well as consistency with the applicable Design Review standards, found in the Design Review Ordinance (DRO). Volunteering on the Design Review Board is a great opportunity for residents who want to participate in preserving Del Mar's unique community character.   

About the Measure Q Citizen Oversight Committee

In 2016, the Del Mar voters passed the Measure Q ballot initiative creating a one cent transaction and use tax (sales tax).  As part of the ballot initiative, the City was required to establish the Measure Q Citizen Oversight Committee to review, provide oversight, and report annually to the City Council on Measure Q Fund revenues and expenditures.

 

A primary responsibility of the Committee is to verify that Measure Q revenues are properly set aside in a separate fund, known as the Measure Q Fund, for projects approved by the City Council and that related expenditures are accurately tracked.  The Committee will report to the City Council at a public meeting annually.  Providing input on how Measure Q fund will be spent is not a responsibility of the Committee

About the Finance Committee

The Finance Committee serves as an advisory committee to the City Council and operates as a whole, in topical subcommittees or as individual members with regard to the following:

  • Review and provide recommendations on adoption and updates to the City’s operating and capital budgets; budget forecasts and trends in revenues, expenditures, project costs and cash flows.
  • Review and provide recommendations on all financial reporting issued by the City Treasurer including quarterly updates, six-month actual financial results and the Annual Comprehensive Financial Report (ACFR). Actual results are reviewed in comparison to the latest budgets.
  • Review and provide recommendations on all CalPERS Cost Sharing Pool Reports and the related annual contributions to the Pension Reserve Fund to monitor compliance with the City’s Pension Reserve Policy.
  • Periodically review and provide recommendations on the financial metrics used by the City to assess the City’s financial performance including application of all City financial policies.
  • City Council assignments may include a wide range of financial or economic matters such as long-term planning, fee assessments, sources of possible revenues or other assignments from the Council.

About the Planning Commission

The Planning Commission is charged with the administration of the Community Plan, the Zoning Ordinance and Map, and review of related plan applications. Meeting on a monthly basis, the commission conducts public hearings and considers land use applications such as variances, conditional use permits, coastal development permits, zoning ordinance interpretations, and determination of allowable uses. The Planning Commission also makes recommendations to the City Council regarding applications for subdivisions, zone code amendments, local coastal plan amendments, and community plan amendments 

Volunteer Requirements

Form 700

The Political Reform Act (Government Code Sections 81000-91015) requires certain individuals to publicly disclose their personal assets and income by completing a Form 700 to ensure there are no financial conflicts of interest created by their new appointment. Forms 700s are filed annually in April and upon assuming or leaving office.

For information about the Fair Political Practices Commission (FPPC) Form 700 please go to http://www.fppc.ca.gov/. The Assuming Office Form 700 must be filed within thirty (30) days of assuming office for Planning Commission or Design Review Board appointments. The Form 700 should be filed with the Administrative Services Department. 


Ethics Training

Assembly Bill 1234 requires members of City boards, commissions, and committees complete two hours of ethics training after being appointed and every two years. Free ethics training is provided by the FPPC, and can be accessed online at http://localethics.fppc.ca.gov/login.aspx. Upon completion of the online training, please provide a copy of the completion certificate to the Administrative Services Department.

Ready to Apply?

Interested citizens should complete a Citizen Interest Form and submit it to the City of Del Mar’s Administrative Services Department. There are two options to access the form:

  • Download and fill out the Citizen Interest Form (PDF) or  Citizen Interest Form (Word).
  • Or pick up a hard copy at City Hall.

The completed forms should be e-mailed to cityclerk@delmar.ca.us or dropped off at the City Hall, Administrative Services Department, 1050 Camino del Mar, Del Mar, CA 92014.
