February 2026

December 2025
During its December 11 meeting, UPAC received a presentation from the Project Efficiency Subcommittee on preliminary research and benchmarking, as well as a presentation from SDG&E on cable poles. Staff also provided updates on Utility Undergrounding District (UUD) projects, and the Property Owner Communication Procedures Subcommittee shared an update.
October 2025
On October 13, City staff hosted a Zoom meeting for residents and property owners within Crest Canyon (UUD X1A). The meeting covered details for construction, which is scheduled to continue through spring 2027.

September 2025
The City Council on September 22 approved an SDG&E Cost Agreement for Crest Canyon (UUD X1A), received an update regarding Undergrounding Program financing and projects, and provided direction on the final IBank loan amount for Crest Canyon (UUD X1A) and Stratford Court North (UUD 1B).

June 2025

The City Council on June 2 received a presentation from City staff regarding updated Measure Q cashflow information. The Council approved the borrower’s resolution required by IBank for undergrounding financing for UUDs X1A and 1B.

April 2025
The City Council on April 21 received a presentation from City staff on updates to the undergrounding program, including a detailed update on Stratford Court South (UUD 1A) and SDG&E’s lower-than-anticipated bid results for that district. The Council approved the SDG&E Cost Agreement for UUD 1A, a task order amendment for pre-construction services for UUD X1A, and other related actions.

March 2025
The City Council on March 3 received a presentation from City staff regarding IBank financing and updated cash flow information, and provide direction to staff on next steps. Additionally, the Council adopted a resolution establishing the date by which Underground Utility District 1A (Stratford Court South) properties must be ready to receive underground service.

February 2025
The City Council on February 3 approved pursuing financing for UUD X1A (Crest Canyon) and to evaluate the cost and cash flows for UUD X1A and UUD 1B to make an informed decision on whether to finance UUD 1B (Stratford Court North). Additionally, the Council approved pursuing an IBank loan financing and a 15 year or less term for the loan. The Council also authorized a task order with NHA to serve as the city’s municipal advisor for purposes of the borrowing. Lastly, the Council temporarily paused UUD 1B while the city fully assesses the financing information and evaluates financing for both UUDs X1A and 1B versus just financing UUD X1A.

On January 21, 2025, a joint special meeting of the Finance Committee and Undergrounding Program Advisory Committee (UPAC) voted in support of the City proceeding with financing for UUDs X1A and 1B. A majority of committee members preferred public versus private financing, but there was no clear consensus on the term of the debt (15-30 years). The recommendation will be presented to the City Council on February 3.
November 2024
The City Council on November 18 approved $20,000 for a consultant to further evaluate borrowing options to finance the Crest Canyon (X1A) and Stratford Court North (1B) utility undergrounding districts. The consultant, NHA Advisors, presented an analysis and model to assist the Council in selecting a funding strategy that best addresses the community’s goals and challenges presented by the project. The strategies include a “pay-as-you-go” model, with no financing, and "finance-as-you-go,” which includes as-needed, strategic financing.

September 2024
During its September meeting, UPAC received a project financing presentation from staff and utility undergrounding district (UUD) project updates.
August 2024
On Aug. 26, the City Council approved plans to form the Beach Colony Underground Utility District between 18th Street and the San Dieguito River with the railroad tracks on the eastern boundary and the beach to the west. City Council also formed the 25th Street Underground Utility District along 25th Street from Camino Del Mar to Ocean Front. Also known as UUDs 2 and 25th Street, the districts envision removing 96 poles and 11,795 linear feet of overhead cables serving 318 properties and 432 residences and businesses. UUD 25th Street is formed as a separate district to utilize 20A work credits from SDG&E. Construction is currently being planned concurrently for both districts, pending the results of the program financial analysis.

December 2023
On December 4, the City Council received a detailed project pre-bid update related to Stratford Court South (District 1A). The City Council approved the design review permit and land conservation permit for the project. The project will proceed with the public bidding process and then construction in 2024.

On December 18, the City Council approved a task order for Utility Specialists Southwest, Inc. to perform utility underground district (UUD) pre-formation services for UUD 2 (Beach Colony). The services are scheduled to proceed in January 2024 and the City Council hearing for formal UUD 2 formation is expected to take place in June 2024.

On October 16, the City Council received detailed Utility Undergrounding Program updates related to Stratford Court South (District 1A) and Crest Canyon (District X1A), and Undergrounding Project Advisory Committee (UPAC) activities.
The City Council approved plans to form a utility undergrounding district along north Stratford Court. The action initiates up to two years’ worth of design work. Utility Undergrounding District 1B (Stratford Court North) envisions removing 5,131 lineal feet of overhead cables serving 239 residences and businesses on Stratford Court between 11th Street to just north of 15th Street (L’Auberge Del Mar).

During its September meeting, UPAC received utility undergrounding district (UUD) project updates, presentation of draft communications & public outreach plan, and a UPAC finance subcommittee update. As a future agenda item, the UPAC will meet to assess the city construction timing (UUDs 1A&X1A) subcommittee’s recommendation (Sequential, Concurrent, or Go-When-Ready) for UUD 1A and UUD X1A based on the latest schedule status.
May 2023
On May 15, the City Council received detailed Utility Undergrounding Program updates related to Stratford Court South (District 1A) and Crest Canyon (District X1A), and Undergrounding Project Advisory Committee (UPAC) activities.
The City Council also authorized staff to begin activities needed to form a utility undergrounding district west of Camino del Mar between L'Auberge Del Mar and 11th Street (District 1B).
District 1B (Stratford Court North) includes an estimated 40 utility poles and 4,297 feet of overhead lines serving 175 parcels.
The City’s undergrounding consultant, Utility Specialists Southwest, Inc., will meet and coordinate with the City and utilities, communicate with property owners, finalize the district, and prepare information for a City Council resolution to form the district, which is currently planned for October 2023.

April 2023
During its April meeting, UPAC received project updates on Districts 1A and X1A and a UPAC subcommittee’s analysis and recommended key criteria for deciding whether to build the two districts concurrently or sequentially. In other business, a Financing Subcommittee was formed to complete a long-term cash-flow analysis to ensure financial resources are available throughout the life of the Undergrounding Program.
February 2023
In February 2023, the UPAC committee was reconvened after a long period of being on hold during the pandemic. At the meeting, staff presented the committee with a detailed update on the Undergrounding Program. UPAC formed a subcommittee to evaluate whether to construct the Stratford Court South (District 1A) and Crest Canyon (District X1A) undergrounding projects concurrently or sequentially. Sequentially would mean 1A could start ahead of X1A; concurrently would have the City hold off on bidding 1A until X1A is ready to go out to bid, so the projects could be bid together. Construction is scheduled to start February 2024 and/or April 2024, depending on whether the projects are done sequentially or concurrently.
On February 8, the City celebrated completion of the Tewa Court/10th Street District by holding a Pole Removal Ceremony in conjunction with SDG&E, AT&T, and Charter Communications, along with Undergrounding District residents.
On February 6, the City Council approved expanding the membership of the Undergrounding Project Advisory Committee from five voting members to seven voting members and amending the concurrent membership requirements, in preparation for a restart of the committee.

The City Council approves amending and restating the charter of the City of Del Mar Undergrounding Project Advisory Committee (UPAC), and directs staff to take related administrative actions including scheduling 2023 UPAC meetings; recruiting to fill committee vacancies; and extending existing committee members’ terms.

The City Council approves plans to form utility undergrounding districts along south Stratford Court and Crest Canyon. The action initiates up to two years’ worth of design work.
Utility Undergrounding District 1A (Stratford Court South) envisions removing 7,650 lineal feet of overhead cables serving 214 homes and buildings on Stratford Court between 4th and 12th streets.
Utility Undergrounding District X1A (Crest Canyon) calls for removing 11,200 lineal feet of overhead cables serving 114 structures in residential areas along portions of Crest Road and San Dieguito Drive.
