City of Del Mar Lead Service Line Inventory

The City of Del Mar (City) has successfully completed its initial Lead Service Line Inventory (LSLI) in compliance with the U.S. Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions (LCRR), ahead of the October 16, 2024, deadline.

Assessment Approach and Findings

To ensure a comprehensive evaluation, the City undertook a meticulous review of historical records and conducted field investigations. This thorough approach confirmed that there are no lead or galvanized service lines requiring replacement within the City’s distribution system, encompassing both publicly and privately owned lines. A total of 1,739 meters were researched in this study.

Data Sources and Verification Methods

The City’s assessment incorporated a variety of information sources, including:

  1. Construction and plumbing codes, permits, and existing documentation indicating service line materials.
  2. Water system records, such as distribution system maps, service connection histories, meter installation records, capital improvement plans, and standard operating procedures.
  3. Inspection records from routine operations, including maintenance activities and meter readings that provide insights into service line materials.
  4. Records of previous service line or meter replacements.

In addition to these sources, the City employed the interpolation method, approved by the State Water Resources Control Board Division of Drinking Water. This method involved grouping service areas based on uniform characteristics like construction period and location. Physical verifications were conducted on 15 homes built before the 1986 lead ban that did not have service lines replaced due to maintenance.

The City of Del Mar remains dedicated to maintaining and updating its service line inventory. Information gathered from ongoing operations, such as maintenance and meter readings, will continue to inform the inventory, ensuring it reflects the most current data.
