District X1A (Crest Canyon) Letter to Residents (September 24, 2025)

Crest Canyon Construction Updates

Work Zone 1 includes San Dieguito Drive and Oribia Road.

Work Zone 2 includes Avenida Primavera, Serpentine Drive, Zuni Drive, 15th Street, and Crest Road north of Via Alta.

Work Zone 3 includes Crest Road south of Via Alta and Hoska Drive.

April 2, 2026

• Work Zone 1: Trenching and installation of conduit and substructures are substantially complete. TC Construction remains on site for final wrap-up items, including final paving over the trench, which is expected to proceed soon. Homeowners continue working on service lateral installations, which are critical for project completion. The City is coordinating with Utility Companies to mobilize and receive schedules for cables & connections, service cutovers, and overhead removals.
• Work Zone 2: Trenching and installation of conduit and substructures are ongoing. 
• Work Zone 3: Potholing is anticipated to begin in this month.

March 2, 2026

• Work Zone 1: Trenching and installation of conduit and substructures are progressing along Oribia Road and are anticipated to continue through March 2026.
• Work Zone 2: Trenching and installation of conduit and substructures have begun. 
• Work Zone 3: Anticipated to begin in May 2026.

January 21, 2026

• Work Zone 1: Trenching and installation of conduit and substructures are progressing along San Dieguito Drive at Racetrack View Drive and Oribia Road.
• Work Zone 2: Surveying and exploratory digging are progressing. Trenching and installation of conduit and substructures are expected to begin in February 2026. 
• Work Zone 3: Anticipated to begin in May 2026.

December 12, 2025

• Work Zone 1: Trenching and installation of conduit and substructures are progressing along San Dieguito Drive, with work currently underway between Racetrack View Drive and Oribia Road. Exploratory digging is also progressing along Oribia Road, with trenching to follow soon after. TC Construction will also be completing emergency storm drain and roadway repairs at the intersection of San Dieguito Drive and Racetrack View Drive.
• Work Zone 2: Surveying and exploratory digging are anticipated to begin soon. Otherwise, work is expected to substantially begin in February 2026. 
• Work Zone 3: Anticipated to begin in May 2026.

November 10, 2025

• Work Zone 1: Trenching and installation of conduit and substructures are progressing along San Dieguito Drive. Exploratory digging and then trenching is expected to follow along the remaining portions of San Dieguito Drive and then Oribia Road through March 2026. 
• Work Zone 2: Anticipated to begin in February 2026. 
• Work Zone 3: Anticipated to begin in May 2026.

October 15, 2025

• Work Zone 1: Construction begins this week with exploratory digging scheduled to locate existing underground utility lines along San Dieguito Drive.
• Other tasks include documenting existing conditions and improvements, installing stormwater pollution prevention controls, and setting up a small staging yard in a portion of the Grand Avenue parking lot.
• A neighborhood meeting is scheduled for today, October 13, at 5:00 PM at Town Hall.

Stratford Court South Construction Updates

Work Zone 1 includes Stratford Ct. from 4th Street to 6th Street and 4th Street.

Work Zone 2 includes Stratford Ct. from 6th Street to 9th Street, as well as Sherrie Lane, Little Orphan Alley, and 9th Street.

Work Zone 3 includes Stratford Ct. from 9th Street to 12th Street, as well as Melanie Way, 10^th Street, Penny Lane, Sea Orbit Lane, and Pacific Lane.

April 2, 2026

• SDG&E’s contractor, Michels Corp., is scheduled for poles removals starting next week.
• AT&T, Spectrum/Charter, and Crown Castle are substantially complete throughout the district.
• Teichert’s final paving work over the trench will follow pole removals

March 2, 2026

• SDG&E’s contractor, Michels Corp., anticipates completing overhead wire removals by this week.
• AT&T anticipates completing its work, including cutovers and wire removals, by the end of March 2026.
• Spectrum/Charter and Crown Castle are substantially complete throughout the district.
• Pole removals are anticipated to be completed by April 2026, contingent upon AT&T completing its work.
• Teichert’s final paving work over the trench will follow pole removals.

January 29, 2026

• SDG&E’s contractor, Michels Corp., is proceeding with overhead wire removals.
• AT&T anticipates completing its work, including cutovers and wire removals, by the end of February 2026.
• Spectrum/Charter and Crown Castle are substantially complete across the district.
• Pole removals are anticipated to be completed by March 2026, contingent upon the completion of all work by the utility companies.
• Teichert’s final paving work over the trench will follow pole removals.

December 12, 2025

• AT&T anticipates completing its work around the end of January 2026.
• Spectrum/Charter and Crown Castle are substantially complete across the district.
• Pole removals are anticipated to be completed by early next year, contingent upon the completion of all work by the utility companies.
• Teichert’s final paving work over the trench is anticipated by early next year following pole removals.

November 10, 2025

• SDG&E’s contractor, Michels Corp., is scheduled to complete service cutovers this week. Overhead removals by SDG&E are anticipated to follow soon after.
• AT&T anticipates completing its work by the end of November. Spectrum/Charter is mostly complete across the district, with only a few remaining properties being resolved. Crown Castle is also nearing completion.
• Pole removals are anticipated to be completed by the end of this year/early next year, contingent upon the completion of all work by the utility companies.
• Teichert’s final paving work over the trench is anticipated by early next year following pole removals.

September 24, 2025

• SDG&E’s contractor, Michels Corp., is nearing completion of service cutovers with one pending property. Overhead removals by SDG&E are anticipated in October but are contingent on completing this cutover.
• Telecommunications companies are actively working across all work zones and will notify property owners ahead of scheduled service cutovers. Specifically, Spectrum/Charter is nearing completion, AT&T anticipates finishing by November and Crown Castle anticipates finishing by October.
• Pole removals are the final phase of work and are anticipated to be completed by end of 2025.

August 7, 2025

• This month, SDG&E’s contractor, Michels Corp., is in the process of scheduling the remaining SDG&E service cutovers. This requires coordination with the electricians for private property owners. Overhead removals by SDG&E are anticipated in August and September but are contingent on completing these cutovers.
• Telecommunications companies are actively working across all work zones and will notify property owners ahead of scheduled service cutovers. This work is expected to continue through Fall 2025.
• Pole removals are the final phase of work and are anticipated to be completed by Fall 2025.

June 27, 2025

• SDG&E’s contractor, Michels Corp., is scheduled to complete cable and connections by the end of this month. SDG&E service cutovers are planned for July 2025, north-to-south from Work Zone 3 to Work Zone 1, or from 12th Street to 4th Street. 

  SDG&E will notify property owners of their specific cutover dates by postage mail.

June 11, 2025

• City Construction: Teichert Utilities has substantially completed trenching and the installation of conduit and substructures across all work zones. They will remain in the district to address minor items and assist utility companies as needed. Final paving will take place after utility service cutovers are completed.
• Homeowner Laterals: Notified homeowners are mostly completed with installation of private service laterals.
• Utility Companies Construction: The project is currently in this phase. Telecommunications companies are actively working across all work zones and will notify property owners ahead of scheduled service cutovers. SDG&E’s contractor, Michels, is set to begin construction on June 16, with cable & connections work continuing through the end of June 2025. SDG&E service cutovers are planned for July or August 2025, and property owners will be notified by SDG&E of their specific cutover dates by postage mail. Pole removals are the final phase of work and are anticipated to be completed by Fall 2025.

April 28, 2025

• City Construction: Teichert Utilities has substantially completed trenching and the installation of conduit and substructures across all work zones. They will remain in the district to address minor items and assist utility companies as needed. Final paving will take place after utility service cutovers are completed.
• Homeowner Laterals: Notified homeowners are moving forward with the installation of private service laterals, with completion anticipated by the end of May.
• Utility Companies Construction: Telecommunications companies are actively working in all work zones. The City Council approved the SDG&E Cost Agreement on April 21st. SDG&E is anticipated to begin construction in May, with service cutovers planned by September 2025, followed by pole removals by Fall 2025.

March 20, 2025

• Work Zone 1: The trenching and installation of conduit and substructures are complete. Notified homeowners have completed the installation of private service laterals. Telecommunications companies are proceeding with work. SDG&E work is still pending, with their bidding process scheduled for completion in April. 
• Work Zone 2: The trenching and installation of conduit and substructures are complete. Notified homeowners are proceeding with the installation of private service laterals. Telecommunications companies are proceeding with work. SDG&E work is still pending, with their bidding process scheduled for completion in April. 
• Work Zone 3: The trenching and installation of conduit and substructures are mostly complete, except for work being completed on Melanie Way and adjacent Stratford Court. Notified homeowners are proceeding with the installation of private service laterals. Telecommunications companies are proceeding with work. SDG&E work is still pending, with their bidding process scheduled for completion in April. 

February 12, 2025

• Work Zone 1: The trenching and installation of conduit and substructures are complete. Notified homeowners are scheduled to complete the installation of private service laterals. Telecommunications companies are proceeding with work. SDG&E work is still pending on their bidding process. 
• Work Zone 2: The trenching and installation of conduit and substructures are mostly complete. Notified homeowners are proceeding with the installation of private service laterals. 
• Work Zone 3: The trenching and installation of conduit and substructures are mostly complete, except for pending work on Melanie Way. Notified homeowners are proceeding with the installation of private service laterals.

November 26, 2024

• Work Zone 1: The trenching and installation of conduit and substructures are mostly complete. Notified homeowners will proceed with the installation of private service laterals. Utility companies are scheduled to begin work early next year. 
• Work Zone 2: Exploratory digging to locate existing underground utilities, along with trenching and installation of conduit and substructures, is ongoing. 
• Work Zone 3: Exploratory digging to locate existing underground utilities is anticipated to start in early December (next week). 

October 25, 2024

• Work Zone 1: Trenching and installation of conduit and substructures continues. 
• Work Zone 2: Exploratory digging to identify existing undergrounding utilities is beginning.

August 29, 2024

• Construction for Work Zone 1 of the Stratford Court South Underground Utility District begins on Tuesday.
  
• Exploratory digging is scheduled to identify the locations of existing underground lines.
  
• Other tasks include documenting existing conditions and improvements, installing controls to prevent stormwater pollution and setting up a staging yard on a small portion of the Shores Park lower parking lot.
  
• Saw-cutting and trenching is scheduled to begin the week of Sept. 9.
